Abstract
【Abstract】 Globalization of Corruption and Evaluation of OECD on Korean Anti-corruption Laws KWON Han-Yong With the launch of the WTO, more international attention is being paid to anti-corruption issues in the United States and Europe. Anti-corruption issues are undergoing a process of globalization. Awareness of anti-corruption issues is no longer confined to one particular nation or country. The current anti-corruption system requires international cooperation for being efficient. Currently, in accordance with the globalization, being more interdependent both politically and economically causes people to share information, to connect them easily, and show up e-commerce, due to more liberalized democracy and advanced information technology. Accordingly, they come to reveal the more cases of corruption at a global level. As a result, these corruption issues become urgent and controversial in this international community. It was not easy to control the corruption issues internationally, and the international and domestic systems were weak. Thus, the required anti-corruption policies have been increased not only at a country's level but also at a global level, such as an international organization. In conclusion, in order to reflect this globalization of corruption, Korean anti-corruption policies are required to meet the international standards. According to the performance evaluation of OECD, related to OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transaction, each recommendation from this assessment should be reflected on those coming anti-corruption laws, as an essential criterion. Now, dealing with the international business transaction, anti-corruption policies are focusing on these following issues; international coalition building, two-way process of corruption punishment, in accordance with the criminalization of international bribery, training for prevention and promoting anti-corruption with more understanding of anti-corruption agreement at a global level, Sincere execution of agreement and consistent surveillance, especially transparent auditing, prohibition of tax deductibility of bribes, and corporate responsibilities and concerns. Also, Korean anti-corruption policies should be reflected on these international issues actively.
