사회적 경제와 복지: 브루니와 자마그니의 시민경제학 논의를 중심으로

브루니와 자마그니의 시민경제학이나 사회적 경제론은 호혜적 관계나 관계재 개념을 통해 복지정책에 대한 새로운 관점을 제공한다. 이들은 사회젹 경제에서 비로소 생산되고 소비될 수 있는 관계재가 개인과 사회의 행복 수준에 영향을 미칠 수 있음을 보여준다는 점에서, 복지정책 차원에서라도 물질적 성장을 넘어 호혜적인 인간관계를 경제학 논의의 핵심 요인으로 복원시킬 필요가 있음을 보여준다. 그러나 브루니와 자마그니가 주장하는 시민경제학이나 사회적 경제론은 현실성이 높지 않으며, 호혜적 관계에 바탕을 둔 박애 원칙의 현실화 가능성 또한 높지 않다. 이들은 박애 원칙의 현실화 가능성을 높이기 위해서는 자본주의 시장경제의 압력으로부터 비시장 영역, 즉 사회적 경제 영역을 지켜낼 수 있는 정부의 개입이 최소 수준에서나마 필요할 수 있는데, 폴라니를 신국가주의로 비판할 정도로 국가 개입의 필요성에 대해 소극적이다. 이는 곧 이들의 시민경제학이나 사회적 경제 논의가 복지정책 차원에서 이론적으로는 흥미로운 내용을 보여주는지 몰라도, 아직까지는 현실성이 높지 않은 유토피아(utopia) 수준에 머물고 있는 것일 수 있음을 시사한다
Abstract
Bruni and Zamagni’s discussion of civil economy and social economy provide a new perspective on welfare policy through the concept of reciprocal relations or relational goods. their discussion show that relational goods, which can only be produced and consumed in a social economy, can affect the level of personal and social well-being; and show that it is necessary to restore reciprocal human relations that go beyond material growth as a key factor in economics discussion even in terms of welfare policy. However, their discussion of civil economy or social economy is not realistic enough, and the possibility of realizing the principle of fraternity based on a reciprocity is also very low. In order to increase the possibility of realizing the principle of fraternity government intervention that can protect the non-market shpere, that is, the social economy sphere from the pressure of the capitalist market economy, may be required at a minimal level. they are so negative about the need for state intervention that they criticize Polanyi as a neo-statist. This suggests that although their discussions on civil economics or social economy may theoretically show interesting contents in terms of welfare policy, they may be at the level of utopia, which the possibility of realization is not yet realistic enough.
