한국기업의 중국 동북 3성 진출 역사와 시사점

본 연구에서는 1990년부터 2014년까지 전개된 한국기업의 중국 동북 3성에 대한 해외직접투자가 역사적으로 어떻게 전개되어 왔으며, 어떤 특성을 보였는지를 살펴보고자 한다. 이를 위해서, 본 연구에서는 전략적 적합성(strategic fit)의 관점을 바탕으로 한국기업의 동북 3성 해외직접투자 패턴이 동북 3성의 환경 변화에 따라 어떻게 달라져 왔는지를 분석한다. 먼저 역사적 관점에서 동북 3성에 대한 한국기업들의 투자시기를 태동기(1990년~1998년), 성장기(1999년~2002년), 활성화기(2003년~2008년), 조정기(2009년~2014년)로 구분하였다. 이러한 시기적 구분은 한국기업의 해외직접투자에 영향을 미칠 수 있는 피투자국 중국의 제도와 정부정책의 큰 변화를 기준으로 하였다. 그리고 각 시기별로 한국기업의 산업별 특성, 기업규모별 특성, 투자목적별 특성, 투자형태별 특성, 설립형태별 특성, 투자지분율별 특성을 분석하였다. 분석결과, 한국기업들의 동북 3성에 대한 해외직접투자는 산업 측면에서 태동기, 성장기, 활성화기에는 2차 산업 위주의 특성을 보였으나 조정기에 들어서면서 3차 산업으로 변화하는 추세가 나타났다. 기업규모별 특성을 살펴보면, 태동기와 성장기에는 중소기업 위주의 투자가 진행되었으나, 활성화기와 조정기에는 대기업의 투자 비중이 늘어나는 것으로 나타났다. 또한, 태동기와 성장기에는 한국기업들이 동북 3성에 대한 투자 목적이 수출촉진이나 저임활용 목적이 주를 이루었으나 최근에는 현지시장 진출의 목적이 많아지고 있다. 투자형태는 동북 3성 투자 초기인 태동기에는 합작투자가 선호되었으나, 성장기, 활성화기, 조정기를 거쳐 단독투자의 형태를 선호하는 특성을 보였으며, 신규법인 설립에 있어서 대부분의 기업들이 전 기간에 걸쳐 인수를 통한 설립보다는 신설법인 설립의 형태로 투자를 하는 것으로 나타났다. 또한, 한국기업들의 투자자지분율은 100% 소유지분율의 형태를 띠는 것으로 나타났다. 본 연구의 결과는 전략적 적합성의 관점에서 동북 3성에 대한 한국기업의 해외직접투자를 역사적으로 고찰해보고, 동북 3성의 정치적, 경제적 변화에 따라 한국기업들의 해외직접투자 전략이 변화되어 왔음을 제시함으로써 의미 있는 경영사적 시사점을 제시할 수 있을 것으로 기대된다.
Abstract
This study examines the strategies of the foreign direct investment (FDI) made by the Korean firms to Dongbei area in China. From perspectives of business history and strategic fit, we categorize the Korean FDI into four stages: quickening stage (1990~1998), growth stage (1999~2002), vitalization stage (2003~2008), and adjustment stage (2009~2014). The classification of these periods is based on major changes in Chinese institutions and government policies that can affect foreign direct investment by Korean firms. In particular, we investigate the Korean FDI by characteristics along with stages categorization such as investment industry, firm size, investment motive, investment type, establishment type, and investment ownership. Our finding show that Korean FDI has been moving from manufacturing industries to service industries, and the size of firms also has been moving from small and medium corporation to large corporation. The motives of Korean FDI have been moving from export promotion and the use of low wage to entry into host market. The Korean FDI has been conducted by full ownership instead of the joint venture with partial ownership and preferred green field investment over acquisition.
