Abstract
This study explores the possibility of applying the four-stage public relations development model by James E. Grunig and Todd Hunt, namely, the press agentry/publicity, public information, two-way asymmetric and two-way symmetric models in the U.S. public relations development, to that of Korea since her independence in 1945 to the start of 21st century. Method of the study is a chronological library survey on articles, studies and reports both by academics and practitioners in trade and professional journals, university text books and publications of advertising/public relations industry associations. Result of the study shows the development of Korean public relations is a close representation of Korea’s national developments during the colonial period under the Japanese occupation until 1945, governments under the Liberal and Democratic Parties, the Third through Fifth Republics, the turbulent transition period of the Sixth Republic and thereafter. In conclusion, the stages of Korea’s public relations development can be summarized as follows;‘the servant of Japanese militarism’ during late 1930’s through 1945, a tool of public information under the U.S. military government, and governments under the Liberal and Democratic Parties from 1945 to 1960, a herald bearer of the national developments i.e. reconstruction, rapid industrialization and export promotion during 1960 through 1987~1988 under the governments of Third through Fifth Republics, today’s public relations culminating in the democratization or an open society after 1987~1988.
