본 연구는 각국의 국제공공재에 대한 선호가 상이할 때 적정 수준의 국제공공재 공급에 이르기 위한 유인체계를 분석하는 것을 목적으로 한다. 이를 위하여 제도설계이론을 활용하여 국제간에 존재하는 각국의 국제공공재에 대한 선호의 불확실성 하에서 최적 수준의 국제공공재 공급을 가능하게 하는 유인체계가 존재하는지, 존재한다면 그 조건이 무엇인지를 분석하였다. 분석 결과, 세계 전체 차원에서의 최대가능소비 수준은 물론 각국별 최대가능소비 수준이 국제공공재에 대한 선호 파라미터에 의해 결정되는 일정 규모의 임계치 이상으로 되는 경우에 한해 국제공공재의 적정공급을 위한 유인체계가 존재함을 확인할 수 있었다.
Abstract
We investigate incentive-compatible mechanisms for the optimal supply of international public goods under preference differences for international public goods among nations. We find that there is an incentive-compatible mechanism for the optimal supply of international public goods if and only if the nation-wise largest available consumption levels as well as the global largest available consumption level would be greater than the critical value determined by the parameters characterizing nations' preferences for international public goods.
