본 논문은 기업과 노조의 임금협상 모형에서 기업의 해외 이전전략이 임금협상과 사회후생에 미치는 효과를 분석한다. 기업의 해외 이전전략으로 인해 국민경제는 효율성을 달성한다. 특히 임금이 과도하게 높은 경우 기업의 해외 이전전략은 노조와의 임금협상에서 신뢰성 있는 협박으로 작동하여 협상임금의 상승을 억제하거나 협상임금을 하락시킬 수 있다. 한편 노조의 협상력이 증가할 때 정부는 사회후생 극대화를 위해 수입관세를 인하한다. 이 정책으로 인해 기업의 해외 생산유인은 증가하게 되어 노조와의 임금협상에서 기업은 전략적으로 유리한 위치에 있게 된다. 그 결과 임금상승은 억제되며 소비자 후생과 생산자 후생이 유지되도록 한다. 더군다나 해외 생산유인이 가장 큰 상황(국내외 임금 격차가 가장 클 때)이면서 동시에 노조의 협상력이 가장 낮은 상황이라면 임금상승은 발생할 수 없을 것이고 이 때 국가는 가장 높은 후생 수준에 도달하게 된다.
Abstract
This paper examines the effect of relocation strategy of domestic firm on union-firm wage bargaining and social welfare. The strategy can achieve efficiency in national economy especially when wage is excessively high, functioning as a credible threat to labor union, which may hold down the wage through the bargaining process. In addition, when union's power increases, government reacts to this by reducing an optimal import tariff in order to provide a strategic advantage to the firm in the wage bargaining. The result shows that national welfare reaches the highest level under the condition of the highest incentive to relocate (the biggest wage difference between home and foreign country) and the lowest bargaining power of labor union.
