대기업-중소기업 간 기술협력의 중소기업 효율성 개선효과에 대한 실증분석

본 논문은 자료포락분석과 Tobit모형을 이용해 대기업과 중소기업 간 기술협력의 연구개발활동관련 효율성 개선효과를 실증적으로 분석한다. 분석결과에 의하면, 기술협력을 통해 중소기업은 (기술개발 성공건수와 연구개발활동에 의한 매출액 증가로 측정된) R&D 성과의 증대를 경험하는 것으로 나타난다. 특히, 대학이나 국공립 연구기관과의 기술협력에 비해 대기업과의 기술협력이 보다 큰 효과를 야기한다. 중소기업 가운데 성숙기에 속할수록 대기업과의 기술협력이 활발한 반면에 성장기에 속하는 경우 대학이나 국공립 연구기관과의 기술협력이 보다 빈번히 이뤄짐을 미뤄볼 때, 대기업과의 기술협력은 주로 응용기술을 대상으로 이뤄지나 대학이나 국공립 연구기관과의 기술협력은 원천기술에 대해 이뤄질 가능성이 크며 이로 인해 중소기업의 기술협력을 통한 단기 R&D 성과가 대기업을 협력 파트너로 하는 경우에 보다 크게 나타날 수 있다. 한편, 효율성이 보다 낮은 중소기업일수록 기술협력을 통해 이를 극복하고자 하는 경우에는 역의 인과관계가 나타날 수 있다. 하지만, 이러한 내생성이 고려된 2단계 Tobit모형 결과는 본 연구의 실증분석결과가 강건함을 제시한다.
Abstract
This paper empirically analyzes the effect of technical cooperation between large and small- or medium-sized firms on R&D activities-related efficiency improvements using DEA/Tobit model. According to the results, through technical cooperation small- or medium-sized firms seem to experience an increase in the efficiency related with their R&D performance measured by the number of successful R&D projects and R&D activity-induced sales. Especially, cooperation with large firms creates a greater effect than that with universities or public institutes. Since firms which belong to the mature stage in their product-life-cycle are more active in technical cooperation with large firms while it is more frequent for the firms in the growing stage to technically cooperate with universities or public institutes, technical cooperation with large firms mainly occurs for applied technologies and that with universities or public institutes is likely to happen for original technologies. It is one of the plausible explanations of our finding. Meanwhile, there would be a reverse causation between R&D performance and technical cooperation when firms with lower efficiency intend to overcome their inefficiency with the help of technical cooperation. However, the two-stage Tobit result where this endogeneity issue is tackled indicates that our finding is robust.
