지역 창업생태계 모니터링 지표 개발

Indicators to Monitor Regional Entrepreneurial Ecosystem: Case of Seoul City

초록

본 연구는 최근 많은 관심을 받고 있는 지역의 창업생태계 측정을 위한 지표를 개발하고, 측정 및 해석 하는 방법을 제안하였다. 특히, 본 연구에서 제시된 지표는 서울의 창업생태계 관리를 위한 목적으로 국제 지표와 연계가 가능하고, 서울시 데이터로 매년 측정가능 하며, 서울시 고유의 특성 및 정책적 방향성이 반영될 수 있도록 설계되었다. 먼저 선행 지표 및 국내 특성을 반영하여 투입요소(input)인 인재(talent), 시장(market), 금융(finance), 지원(support), 특성화(specialization)와 산출요소(output)인 성과(performance)로 구성된 6개 핵심 요소를 도출하였다. 다음으로 전문가 FGI를 통해 지역 창업생태계 측정을 위해 반드시 고려해야 할 요소 및 기존연구를 참고하여 잠정적으로 41개 지표를 도출하였다. 이 결과를 바탕으로 20인의 전문가를 대상으로 델파이 조사를 2회 수행하여 데이터 확보가 가능하면서 중요한 14개 지표를 선정하였다. 끝으로 기존 연구를 다시 한번 참고하여 꼭 필요하다고 판단되는 지표를 보완하였다. 그 결과, 각 분야에 2~5개로 적절하게 구성하여 총 22개의 지역 창업생태계 측정지표를 도출되었다. 각 부문의 지표는 살펴보면 다음과 같다. 먼저 “인재” 부문에서는 엔지니어의 인재접근성, 스케일업 경험, 투자회수 경험, 대학 정규과목 편성수, 창업 동아리수가 제시되었다. “금융” 부문에서는 엔젤투자금액 총액, VC투자금액 총액, 총 투자자의 수, 기술보증 규모가 지표로 포함되었다. “지원” 부문에는 재도전 창업기업 수, 행정 서비스 접근성, “시장” 부문에는 해외진출 스타트업 수, 소셜벤처 수, 여성창업가가 지표로 제시되었다. “특성화” 부문에는 트랜스내셔날 환경, 잠재적 트랜스내셔낼리티, 디지털전환수준, “성과” 부문에는 스타트업의 고용 규모, 스타트업의 수, 다음단계 투자유치 성공률, 스타트업의 M&A, 스타트업의 IPO가 지표로 포함되었다. 분석의 결과를 보여주기 위해서 영역별로 가중치를 도출하고, 주체별(player)로 그룹화하여 최종 점수를 도출하는 방법을 제시하였다. 마지막으로 서울시를 대상으로 2019년 대비 2020년의 지표 값이 어떻게 변화하였는지 보여주어 개발된 지표가 어떻게 활용될 수 있는지 보여주었다. 측정 결과, 인재, 시장, 금융, 지원, 특성화 부문에서는 2019년에 비해 2020년의 수치가 향상된 것으로 나타났으나, 성과 부문에 있어서는 수치가 감소하였다. 따라서 그 기간 동안 서울시가 창업생태계 구축을 위해 다양한 요소를 투입하기 위한 노력은 전년도에 비해 많이 하였으나, 결과로 실현되는 과정에서 효율적이지 못했다고 볼 수 있다. 개발된 지표는 한계가 존재하나, 국내 타도시와 글로벌 도시와의 비교가 가능한 형태이기 때문에 향후 서울시와의 비교를 통해 시사점 도출이 가능하다.

Abstract

In this study, we aim to introduce a methodological approach to develop indicators to monitor a regional entrepreneurial ecosystem. Based on prior literature survey, we first selected the following six key dimensions - talent, market, finance, support, specialization, and performance. Then, we shifted our attention to deriving 41 indicators that consist of those six dimensions via literature review and focus group interview(FGI). Lastly, among those indicators, we opted for 14 indicators by adopting the Delphi method with 20 experts and subsequently incorporated 8 more indicators if they were considered inevitably essential. As a result, we were able to propose 22 indicators in total. Then, by employing the indicators developed above, we tried to measure the regional startup ecosystem of Seoul. As a result, while the numerical values of talent, market, finance, support, and specialization improved in 2020 compared to those in 2019, the numerical value of performance diminished in the same period. These findings indicate that the startup ecosystem of Seoul suffered from inefficiency in the reference time points. Although the indicators proposed have several limitations unless data are consistently collected over time, they can be commonly used when comparing one region with others both domestically and globally. Therefore, various types of comparative studies attracting researchers' attention can be conducted in the future.
