Abstract
The year 2025 marks the tenth anniversary of North Korea’s wooden-box mine provocation—an incident in which two South Korean soldiers were severely injured during a reconnaissance operation in the Demilitarized Zone (DMZ). This event was not only a hostile military act but also a revealing moment for civil-military relations, highlighting the extent to which public trust in the military can fluctuate based on how information is managed and disclosed during a national security crisis. A key factor in the public’s favorable response to this incident was the South Korean Joint Chiefs of Staff's prompt decision to hold a press briefing and release thermal observation device (TOD) footage—material typically classified for security reasons. The visual evidence of the soldiers' coordinated actions and the military's rapid response significantly contributed to public empathy, transparency, and institutional credibility. By contrast, other crises such as the sinking of the Cheonan warship in 2010, the killing of a South Korean civil servant in the West Sea in 2020, and the 2023 North Korean UAV incursion into South Korean airspace revealed the opposite dynamic. In each of these cases, delayed, selective, or absent disclosure of video materials intensified public skepticism, fostered misinformation, and eroded trust in the military’s crisis management capabilities. These contrasting cases underscore that the timing, clarity, and transparency of visual information dissemination are decisive factors in shaping public perception and trust in military institutions. As the current media landscape becomes increasingly image-centric, visual documentation—particularly real-time or unedited footage—tends to hold greater persuasive power than textual or verbal explanations. Recognizing this, the South Korean military has recently expanded its use of digital platforms such as YouTube and real-time press briefings. However, despite these advancements, there remains a notable absence of a coherent strategic framework governing the timely and effective release of military video materials during crises. To address this gap, the present study conducts a comparative analysis of the wooden-box mine incident and the Cheonan warship sinking, supplemented by a journalist survey to empirically assess how video disclosure influences public trust. The findings demonstrate that visual transparency, when properly timed and executed, enhances public confidence in the military and mitigates the spread of speculation and misinformation. Based on this analysis, the study offers strategic recommendations for crisis communication protocols, including institutionalizing guidelines for video disclosure, enhancing coordination between public affairs units and operational commands, and developing proactive media engagement strategies that align with the expectations of a visually oriented public.
