이 논문은 19세기말과 20세기에 걸쳐 전 세계적으로 대중교육체제에 큰 영향을 미쳐온 진보주의교육의 흐름이 종합학교제도화 이전의 스웨덴에서 전개된 과정을 검토한다. 20세기 초 유럽에서 가장 급진적 교육개혁을 추진한 스웨덴의 제도개혁에 대한 관심에도 불구하고 그 배경을 형성하는 사상이나 관점에 대한 논의는 제대로 알려지지 못했다고 할 수 있다. 따라서 종합학교개혁 이전 시기 스웨덴 진보주의 교육의 흐름에 대한 역사적 이해를 통해 스웨덴 교육개혁의 저변에 대한 이해를 심화하는 기초를 제공하고자 한다. 이 논문에서는 스웨덴에서 진보주의 교육의 형성과 전개과정을 이해하기 위해 기본적 배경과 주요 선구자들의 논의, 실제 개혁과정에서의 시도 등에 대해 다룬다. 2장에서는 국제 진보주의 교육운동 흐름 속에서 스웨덴의 경험을 살펴보고, 3장에서는 19세기말 이래의 개혁관점을 반전통주의, 민주주의, 표준화를 통해 검토한다. 4장에서는 교육적 논의의 사례로 스웨덴의 대표적 진보주의 교육 사상으로 꼽히는 Ellen Key의 논의를 통해 당시 교육에 대한 개혁론자들의 비판과 열망의 단면을 드러내며, 5장에서는 진보주의 교육의 제도화과정이라고 할 수 있는 종합학교개혁에서 실험학교들을 통해 이루어진 개혁시도의 성격을 검토한다. 결론에서는 스웨덴에서 진보주의 교육의 전개가 지닌 의의를 논의한다.
Abstract
This paper is an overview on the evolvement of progressive education in Sweden. Progressive education refers to the educational movement that sprang up around 1890 in Europe and the United States, based on child-centered and social-reform centered ideas of education. Numerous educators and scholars have been associated with progressive education through major organizations such as the New Education Fellowship (later, World Education Fellowship) in Europe and the Progressive Education Association in the U.S. In Sweden, educators since the 19th century onwards have looked to a new education as opposed to the traditional elitist education based on the dual structure of schools along the division between academic and vocational education. Among the earlier progressives were Ågardh, Hedin, Berg and the world-renown writer, Ellen Key. Since the 1920s educators also contributed to the development of progressive education through participating in the activities organized by the national branch of New Education Fellowship. The educational policy of the Social Democratic Party went in line with the basic tenets of progressive education, and major experiments during the 1940s and 1950s were centered around the ideas of progressive education such as the working school plan and activity based learning. This paper traces the origin and development of the Swedish progressive education by looking at the ideas of the major figures who contributed to the movement and the practices during the earlier stages of the comprehensive school reform, and discusses its implication regarding the education of today.
