최근 첨단 무기체계 도입 확대와 병역자원 감소로 인해 국방 정비체계 전반에서 민간 역량 활용의 필요성이 지속적으로 증대되고 있다. 특히, 정부의 정책 기조와 방산 수출 증가에 따른 후속 군수지원의 중요성 증가는 국방 MRO(Maintenance, Repair and Overhaul) 영역에서의 민·군 협력을 확대하는 요인으로 작용하고 있다. 본 연구는 이러한 변화 요인을 반영하여 국방 MRO 체계 전반을 고려한 민·군 협력 강화 모델을 제안하는 데 목적이 있다. 이를 위해 군의 MRO 실태를 분석하고 전문가 인터뷰 및 AHP(Analytic Hierarchy Process) 기법을 활용하여 각 평가 요소와 협력 대안 간 상대적 중요도를 정량적으로 분석하였다. 분석 결과, 장비 가동률 및 정비품질 제고를 위한 민·군 협력형 통합 정비 기반의 민·군 협력 강화 모델을 도출하였으며, 이를 실현하기 위한 단계별 추진 방안을 수립하였다. 또한, 도출된 모델의 실효성 제고를 위한 정책적 시사점과 향후 과제를 제안하였다.
Abstract
The expanding deployment of advanced weapon systems and the declining availability of military manpower in recent years have driven an increasing reliance on civilian capabilities across defense maintenance systems. In particular, government policy directions and the heightened importance of post-delivery logistics support arising from the growth of defense exports have reinforced civil–military cooperation within the defense MRO (Maintenance, Repair and Overhaul) domain. In response to these changing factors, this study aims to propose a model for strengthening civil–military cooperation within the defense MRO system. To this end, this study analyzes the current state of defense MRO practices and employs expert interviews and the Analytic Hierarchy Process (AHP) to quantitatively assess the relative importance of evaluation criteria and cooperation alternatives. The analysis identifies a civil–military cooperation enhancement model based on an integrated maintenance framework aimed at improving equipment availability and maintenance quality, and establishes a phased implementation plan for its realization. In addition, this study offers policy implications and outlines future research directions to enhance the practical applicability of the proposed model.
